Merchant blacklisted by Visa? What to do
People often say “blacklisted” when they mean Visa’s VMSS (Merchant Screening Service) listing. If a processor said you’re flagged or terminated on Visa, this page connects that wording to the real process and your next steps.
“Blacklisted” usually means VMSS
VMSS is Visa’s database of terminated or flagged merchants. When an account is closed under certain conditions, the acquirer or PSP adds the business with a VMSS reason code. Other processors must screen VMSS for new Visa applications—often explained to merchants as a “Visa blacklist.” Same underlying system; different label. Our MATCH/VMSS overview covers how VMSS fits next to MATCH.
What to do next
You cannot clear VMSS by contacting Visa support as a merchant. Only the PSP or acquirer that listed you can ask Visa to remove the entry after an internal review. Practical steps:
- Identify which processor reported the termination or listing.
- Match your narrative to the VMSS reason code, if known.
- Document remediation: what went wrong, what you fixed, and evidence (policies, fraud controls, disputes, etc.).
- Submit a formal removal request to that PSP’s risk or underwriting team.
We help you package that into a clear request: Start removal. For the full process, see VMSS removal and why outcomes aren’t guaranteed.
Frequently asked questions
- What does “merchant blacklisted by Visa” mean?
- It usually means your business is on Visa’s VMSS list after a termination or risk report. Risk teams may say “blacklisted” in conversation; the formal record uses VMSS reason codes.
- Can Visa remove me from the blacklist if I ask?
- No. Removal is requested by the acquirer or PSP that added the listing, after they complete their review—not by merchants contacting Visa directly for VMSS delisting.
- Where can I read the official VMSS reason codes?
- See our reason codes page and the VMSS codes hub.
